I World Congress


23 – 28 November, 2003. Margarita Island, Venezuela.


Under the slogan, “The Right to Childhood and Adolescence: An Autonomous Need”, the first World Congress attracted more than 1,000 participants from 23 countries and concluded with the issuing of two documents: The Porlamar Declaration and The Great Document, accepted by the children and adolescents participating in the event.

II World Congress


21 – 25 November, 2005. Lima, Peru.


Attended by 600 children and adolescents and 500 adults from 26 countries, the central theme was “Child and Adolescent Citizenship: Demanding the Rights of Children and Adolescents from the point of view of a Human Rights and Development”. At the Congress, the Declaration of Lima was issued. 

III World Congress


14 – 19 November, 2007. Barcelona, España.


About “The Social Participation of Children and Adolescents. For their Participation as Active Citizens”. The World Congress in Barcelona saw the participation of 800 adults, 125 children and adolescents from 20 different countries, including Senegal, Ecuador, Portugal, Italy, Canada, Bolivia and Puerto Rico. In Catalonia, 75 children and adolescents attended from the Catalan Federation of Esplais, reception centres, education centres and child participation councils.

IV World Congress


15 – 18 November, 2010. San Juan, Puerto Rico.


“The Best Interests of Children and Adolescents: Social Welfare and Development in the New World Economic Order”. More than 25 countries participated in the event and over 1000 people attended. The main topics under discussion were: poverty, education, health, identity, participation and violence. Plenary sessions, adult and youth forums were also held.

V World Congress


15 – 19 October, 2012. San Juan, Argentina.


Argentina was chosen to host the V World Congress for the Rights of Children and Adolescents. The nomination was presented by the delegation representing the Republic of Argentina, led by the Parliamentary Forum for Children of the Republic of Argentina, at the IV World Congress in San Juan, Puerto Rico, 15-18 November.


Argentina was appointed to hold the 2012 “V World Congress for the Rights of Children and Adolescents” with the consent of the representatives of the countries participating in the IV World Congress. The achievements in a five-year span made by Argentina as regards public policies for children and adolescents, and the success of the South American Congress, held in Morón, August 2010, were deciding factors for the Argentine Republic to be unanimously chosen as a venue.

VI World Congress


14 – 16 November, 2014. Puebla, Mexico.


The VI World Congress for the Rights of Children and Adolescents coincided with the 25th anniversary of the Convention on the Rights of the Child (20 November 1989) the international treaty of accession at the United Nations, compliance with which is mandatory for all signatory countries.


Adults, children and adolescents participating in the event, reflected and debated on the three main themes of the VI World Congress for the Rights of Children and Adolescents:


  • The right to live without violence.
  • The internet as a human right and social networks.
  • Child migration and the right to live in family.

VII World Congress


16 – 18 November, 2016. Asuncion, Paraguay.


Attended by more than 1,000 people, of which nearly half were children and adolescents. The themes were: inclusion, poverty, adolescence, violence, the right to health and quality of life, and early childhood.
